If Javier does the following:
1. Maintains a 'B" Average in high school
2. Stays a good citizen
3. Gets into a Wisconsin School
4. Does 20 hours of Community Service
The State of Wisconsin will provide resources for him to attend a Wisconsin Colleg eithe rpublic or private.
